Notice of Application and Determination of Non-Significance for the Carnegie Building Site Development Plan (City File #03-19-SDP) to restore the 1910 Snohomish Carnegie building and change the use of the site to a community center. Proposed work includes demolition of the 5,352 square-foot, 1968-era annex addition, restoration of original building features, and construction of two exterior staircases, including an accessible lift, in addition to site improvements and landscaping.
The Site Development Plan will be decided administratively and approved by the Planning Director if found to comply with all relevant development regulations. All persons have the right to comment on this application and to request a copy of the decision once made. The public comment period for this Notice of Application is fifteen (15) days from the date of notice.
This SEPA Determination of Non-Significance is issued under WAC 197-11-340(2); the lead agency will not act on this proposal for 15 days from April 2, 2019. Appeals of this SEPA threshold determination must be filed in writing with the City Clerk by 4:00 p.m. on April 17, 2019.
