Make your vision for Snohomish the community vision, too, by submitting a "docket" application now.
The docket process is how residents, property owners, business owners, and any interested party can present to the City Council their ideas of how they envision the Snohomish of the future.
The City’s Comprehensive Plan is the community’s vision for how we would like to see Snohomish develop. The policies in the Plan establish guidelines for that vision.
Regulations to make that vision a reality are found in the City’s Land Use Development Code, Title 14 of the Snohomish Municipal Code.
The Growth Management Act provides for an annual opportunity for the public to propose amendments to the Comprehensive Plan and Land Use Development Code. The process for submitting those proposals is called the docket process.
The deadline to submit docket applications to be considered in 2019 is Monday, December 10, 2018.

The docket process can be used to propose three types of amendments:
- Map amendments (rezones) to change the land use designation for specific parcels or areas. Only property owners may propose a site-specific rezone.
- Text amendment to change an existing Comprehensive Plan policy or to propose a new policy.
- Land Use Development Code amendments to change an existing development regulation or to propose a new one.
All docket applications will be compiled and placed on a “Preliminary Docket” list. The City Council will consider all applications at a public hearing that will be scheduled for January or February 2019. Amendment proposals determined to be worthy of further analysis and more in-depth consideration by the Council will be placed on the “Final Docket”.
Placement on the Final Docket does not mean the proposal will be adopted. Rather, it means the proposal will be fully analyzed by staff and brought to the Planning Commission for a recommendation to the City Council. The City Council will then make a final decision on all Final Docket items by the end of 2019.
The docket process is codified in SMC 14.15.020. If you have any questions about how to submit your docket application please don’t hesitate to contact Planning Director Glen Pickus via email or by calling 360-282-3173.
