A SEPA Determination of Non-Significance is issued for the Art Culinaire Phase 2 Shoreline Substantial Development Permit for a three-story expansion (approximately 4,000 sq. ft.) and interior improvements at 1701 First Street. Site improvements include an expansion of paved parking and a permanent self-contained “container” office. The site is located along the Snohomish River within the Shoreline Jurisdiction. No work is proposed within the Shoreline Buffer from Ordinary High-Water Mark. The existing steel boat dock and concrete pad are proposed to remain untouched. City File #SL23-0008.
