Private Stormwater Facilities

Introduction

The City of Snohomish's MS4 (Municipal Separate Storm Sewer System) connects to many private stormwater management facilities in residential and commercial areas. Property owners and neighborhood's Homeowner's Associations that have private stormwater management facilities on their properties are responsible for their regular upkeep and maintenance (SMC 15.16.070). This may include but is not limited to cleaning debris from around facility lids, removing pollutants from catch basins, and clearing overgrown brush from ponds.

Inspections

To ensure private stormwater management facilities are functioning as intended, City employees have the authority to enter property to inspect the features. If issues are found during these inspections, they will be brought to the property owner's attention to be corrected. Depending on the severity of the issue, up to two years may be taken to correct the issue, though failing to correct the issue in the allotted time may lead to penalties.
