Terry was born in Coeur d’Alene, Idaho, and grew up in Everett after her family returned to Washington. She graduated from Cascade High School, earned an AA from Everett Community College, a BA in Education with a K–12 teaching certificate from Western Washington University, and later completed a Master’s Degree in Classroom Strategies from Grand Canyon University, along with additional graduate work at the University of Washington.

She began her teaching career in Sultan, spending 11 years teaching multiple grades and subjects. In 1989 she moved to Snohomish, where she continued her career primarily at the community’s two middle schools. She remains active in education today, teaching youth and adults through programs such as Prime Time at the Library and participating in Leadership Snohomish County panels.

A lifelong volunteer, Terry has served the community in many roles. She began on the Snohomish Library Board and later joined the Friends of the Library, where she currently serves as President and Book Sale Room Manager. She chaired the Sno‑Isle Foundation for seven years, has been part of the Carnegie Foundation for eight, and spent 12 years on the City Planning Commission before joining the City Council.

Terry also facilitates a long‑running women’s giving group that has donated more than $100,000 to local nonprofits, and she is an active member of the Snohomish Lions Club, helping organize events such as National Night Out and Halloween safety efforts.

On the City Council, she serves as liaison to both the Youth Council and the Affordable Housing Alliance—two areas she is passionate about. Terry is grateful for the opportunity to give back to the community she loves and looks forward to using her deep local connections to serve Snohomish effectively.
